This Tool is currently in draft form. The South Florida Regional Planning Council is accepting comments and feedback from individuals interested in testing the Resilient BCA Tool’s capabilities and areas for improvement. All documents are available below for download.

Overview

The Resilient Benefit-Cost Analysis (BCA) Tool was designed as a sketch planning tool to facilitate the comparison of green, gray, and hybrid resilient infrastructure projects in Florida. The Resilient BCA Tool calculates upfront capital expenditures, lifecycle project costs and quantifies several benefit categories to calculate the benefit-cost ratio of different resilient infrastructure interventions. By incorporating cost considerations for all 67 Florida counties, the BCA Tool provides opportunities for local governments throughout Florida to better understand project alternatives and undertake data-informed planning.

In addition, The Resilient BCA Tool also includes a Community Impact Score Card measuring social and employment impacts to understand the broader impact of resilient infrastructure projects on the Florida economy and community.
