The South Florida Regional Planning Council, serving the counties of Broward, Miami-Dade, and Monroe, as well as all of the communities therein, is soliciting proposals for the development of a Resilient Infrastructure Benefit-Cost Analysis Framework (“BCA Framework”). The development of the BCA Framework is envisioned as a two-phase project. Phase I is currently funded.

The Benefit-Cost Framework includes a spreadsheet model designed to evaluate and compare benefit-cost scenarios for gray and green infrastructure investments in South Florida for resiliency projects. This model will be informed by input from an expert stakeholder group and will be supported by detailed documentation and a consensus-based approach to modeling best practices for assessing potential resiliency investments.

The Respondent must outline the process for identifying and engaging the expert stakeholder group, including how decisions will be made within the group. Additionally, the Respondent must detail the technical functionality of the spreadsheet model, following the guidelines provided in the Request.
