Regional Development News

On October 6, 2025, the Applicant (Parkland West, LLC, the Krome Groves Land Trust, Edward W. Easton, Trustee, and Guherqui International, S.A.) filed its ADA (Form DEO-BCP-ADA-1) with the South Florida Regional Planning Council and Miami-Dade County. The SFRPC and Applicant executed an Agreement to Delete. The Agreement to Delete specifies which ADA Questions the Applicant will answer, as well as the methodologies, data sources, and assumptions that will be used by the Applicant. The Agreement to Delete was developed with input from federal, state, regional, and local government partners.

Project Overview: City Park is a proposed master-planned development encompassing approximately 954 acres of agricultural land within the jurisdictional boundaries of Miami-Dade County. City Park is bounded on the north by SW 136 Street, on the east by SW 162 Avenue, on the south by Coral Reef Drive/SW 152 Street, and on the west by Krome Avenue/SW 177 Avenue. City Park is proposed immediately adjacent to and west / outside of the adopted CDMP 2030 Urban Development Boundary which serves as the County’s urban service area boundary.

General DRI Background Information

Pursuant to §380.06(1), Florida Statutes (Fla. Stat.), Regional Planning Councils are charged with the coordination of multi-jurisdictional agency review of large-scale development projects, which may impact more than one county.  These projects, known as Developments of Regional Impact (DRIs), are typically complex and require input from numerous reviewing agencies.

A DRI is defined as “any development which, because of its character, magnitude, or location, would have a substantial effect upon the health, safety or welfare of citizens of more than one county.”

Beginning in July 2009, Section 380.06(29), FS, exempts new developments in Broward and Miami-Dade Counties from participation in the DRI Program, as long as the developments are not within two miles of the boundary of the Everglades Protection Areas as described in Section 373.4592.  Existing DRIs and ones that were undergoing review in July 2009 may continue in the Program or elect to discontinue participation. In 2018, Florida enacted statutory changes eliminating developments from review through the DRI Program. Current Review

The project area is located west of SW 162 Avenue to SW 177 Avenue, between SW 136 Street and theoretical SW 152 Street, outside of the Urban Development Boundary. Miami-Dade County rules and regulations require proposed developments located outside the UDB to be reviewed with an amendment to the Comprehensive Development Master Plan and a concurrent zoning application.

The Applicant submitted its initial DRI Application for Development Approval (ADA) in 2005. While the Council found the ADA sufficient on October 31, 2008, the Applicant exercised its statutory right to waive the DRI timeline. The Council voted in July 2012 and advised the Applicant a further review of the ADA should be based on updated data and analysis. On September 20, 2021, the Council received a request from the applicant to revive the application.
